Open a nearby ground tile’s action menu and choose Build. The preview and server check the tile before placement.
Rearrange: press on it and drag it to a nearby tile (on a phone, hold a finger on it, then drag), or choose Move in its action menu to pick it up and click where it goes. Its paint and turn go with it, the floor stays behind, and no new materials are needed.
